C/CAG of San Mateo County:
VMT & GHG Mitigation Program

The City/County Association of Governments of San Mateo County (C/CAG) was developing a Vehicle Miles Traveled (VMT) and Greenhouse Gas (GHG) Mitigation Program that would provide an approach for mitigating VMT and GHG generated by land use and transportation projects. The Program would be used as a framework that C/CAG and other San Mateo County jurisdictions and agencies could adopt to address these mitigations while also improving equitable outcomes for impacted communities in San Mateo County. InterEthnica developed and implemented a countywide community engagement plan, interviewing 20 community stakeholders that represented a broad cross-section of San Mateo County and its Equity Focus Areas. Community representatives were informed throughout the Program development process and their input played a key role in shaping and adapting the Program to meet community interests, leading to its eventual successful adoption by the C/CAG Board.
